Good suggestions. I'm not an engineer, and don't know the MTOE well enough to know what kind of engineers have what kind of riverine assets and where they are on the map. Some of these engineer units are no doubt deployed overseas, which hurts. And much of the local boating was no doubt destroyed by the hurricane. We can come up with a mini Dunkirk, but it's tough when the coastline is devastated for 200 miles. Even if you had boats, there are only so many competent boaters.
One idea: Stretch coast guard and navy NCOs and junior officers by commandeering civilian boats and civilian crews, paid by the day. Perhaps or two coastguardsmen or NCOs transferred from deep water ops per civilian boat, along with the boat owner and his own crew. The boat owner runs the BOAT, while the navy or CG petty officer or officer runs the mission.
You'd probably have to charter shallow-draft boats from all over the place, and it may be more trouble than it's worth to get them there. I don't have a sense for what the water depths will allow, and what kind of access they'll have to get to critical areas. Then you have to worry about piracy on the low seas, as it were. So they'd have to organize into armed flotillas of mutually supporting vessels. I'll tell ya, It'd be a sight!

While I totally agree with you on a lot of the reasons why things don't happen instantly, there are a couple of points that puzzle me, or where I think things could be done better. Mostly they apply to specialized equipment that would seem to be useful - particlularly boats and other floating assets.
1) Sure the MGB troops you worked with were a Guard unit from Wisconsin, but I have real trouble believing that there aren't any MGB assets in a division or corps engineer unit somewhere in Texas (or maybe Georgia). MGB components configured as rafts would be very good at moving people and supplies through a flood zone.
2) Don't most engineer units at least have rubber boats? If not they should.
3) The Marines and Navy have lots of things that float - I'm thinking of LCUs, LCMs and Amtracks here - shallow draught and can carry quite a bit. Again, it would seem a natural fit for this watery place.
4) Helicopter operations - so far I've not seen anything heavier than a Blackhawk - some Chinooks would he a lot more use for evacuating people 40 at a time instead of 12 at a time. Also, why aren't the choppers evacuating people from hospitals dropping off supplies on their way in?
5) Why aren't the busses bringing people out of NO arriving with a couple of water bottles on each seat?
I know that everyone involved is working hard (expecially the New Orleans cops - but they're working hard at looting...) but there seems to be a lack of creativity - people are responding with pays out of the book instead of exercising their initiative - and that initiative is supposed to be one of the great strenghts of America and especially the American military.

Seriously, they need to get a whole flotilla of bass boats with trolling motors, GPS, and depth sensors in play to go survivor hunting. I'm not kidding...there's not really anything that can provide the same shallow-draft performance, precise manuevering, and you can carry at least a few people. The boats will even have insulated coolers for medical or water supplies.

Bus drivers are to team up on busses and travel to the nearest walmart. Walmart, thanks for the donation, please load water, and food. Texaco, I need 8 tankers of diesel to support our busses in route, please call my office now. Communities and churches, please prepare your towns for returning buses with refugees. Call our office with locations of churches and community centers, and capacities of each.

From my understanding, one thing preventing the "bus convoys" was security not just along the route, but also at the big refugee centers (Superdome, Charity Hospital and Convention Center).
Meaning, you could get the buses there, but you didn't have enough security to prevent them from being swamped by people eager to get out/keep the evacuation orderly/protect the people being evacuated.
The same problem would affect a helicopter evacuation-- protecting a refugee "airhead" from being swamped. Ditto supplies dropped down-- there's the potential that they'd just be fought over, making things even worse.
Thus, the delay from going in until there were enough troops in enough strength to provide for an orderly, secure evacuation.

The Federal government is prohibited by law from treating U.S. cities like "war zones."

Every asset listed here requires logistics assets to be positioned before they can do the job you want them to. A little tough, even in areas where the roads, rails, rivers, air routes, and other means to get the stuff there haven't been disrupted by a hurricane.
