For What It's Worth... 
Looking through some of my old correspondence in the Hawaii and Kentucky National Guard, the earliest instances of Times New Roman or similar fonts occur around the mid 1990s, and did not become consistent until 1998 or 1999--I assume because computer generated forms didn't fall into common usage at that time.

Everything before about 1995 seems to be in courier, or similar typewriter-like fonts.
