i think a point that everyone is missing is the fact that these "cosmetic surgeons" are members of the military. they are being paid by "taxpayers" whether they are performing breast enlargements or sitting around on their butts playing playstation. they are not being paid for every surgery they perform, but like every other member of the military they receive a salary. wouldnt we rather they practice their trade than sit around and do nothing, since they are being paid either way?
