GI Bill Blues 
Joseph Galloway believes GI Bill educational benefits are inadequate:
In the peacetime year of 1984, with an all-volunteer military emerging from the shadow of Vietnam, Congress passed a stripped-down version of veterans' benefits known as the Montgomery GI Bill Program. It was a temporary program made permanent in June 1987.

It is that program that now applies to new war veterans, and it provides little enough.

Only if new enlistees sign up for the college benefit at the time of enlistment, or during boot camp, and agree to have their pay reduced by $100 a month for their first 12 months of service, are they eligible for the education benefits -- 36 months of assistance at the rate of approximately $1,000 per month.

What is missing from this picture?

Well, the dependents of service members killed or disabled on active duty receive 45 months of education benefits, and that's not much, given the sacrifice their families have made.

But the 36 months of benefits for a newly returned veteran are simply not enough. Most of them have been in the military for four years or more. They are a long way from high school and most require remedial classes, especially in math and writing skills.

There is no room in the 36 months of benefits for that, which means these new veterans coming up on their fourth and final year in college see their monthly checks dry up and disappear.


He's got a point. 36 months is enough for a vocational program. And in 1947, a vocational program was enough to raise a family on. And so the GI Bill helped change the socio-political landscape in the 1950s and 1960s.

But in those days, a 4 year college education was the exception, rather than the rule. The GI Bill was really a leg up. Now, a 4-year college education is the default. The minimum expected in entire sectors of the economy. Call it education inflation, but the GI Bill has not kept up with the times.

Another thing we need: College registration protection for our guardsmen and reservists. If they are called away on active duty, either for state emergency relief or on federal orders, our college students need some assurance that they will either get refunds on their tuition, or that their expenses will be honored and they will be able to enroll in the next semester after they complete their tour of duty.

I have too many soldiers planning to leave the guard and reserves because they haven't been able to finish their college degrees. And others who are talented, who have tremendous leadership potential, and want to go to OCS, but can't, because they have been called up so frequently since October 2001 that they can't finish two semesters of school back to back.

New distance learning education technologies have helped, but the benefits need to be modernized.

I'm a veteran writing about this very subject in an essay called "Who Fights Our Wars." I was proud to serve, but my educational benefits were greatly inadequate. Only the largesse of a big state university got me through grad school for my post-military career. Not only is improving ed bennies the right thing to do, it's good strategy. Rand reported in the late 1990s that educational benefits were more cost-effective for reaching manpower goals than even enlistment bonuses, because educational benefits attracted a higher quality candidate more likely to stay throughout his or her term. I am starting to evolve a philosophy--Year for a Year--where every year served earns a year wherever you can get accepted, from cooking school to Harvard, with priority consideration if you choose to reenter the military post-education. (The last twist is because education can also be a disincentive for reenlisting, so an opportunity to reenter the force might help build a career force.)

Someone tell me why this wouldn't work and why it wouldn't be right.

Your child must believe that, no matter what, someone will look out for him/her. Give your baby or toddler plenty of attention, encouragement, hugs and lap time. Set a good example.
